I did not create a backup domain but setup a workstation which connects to a
domain in a different C class network.
I installed NT on the workstation in the same network first. Created an
account for the machine in the domain controller. Then I moved the
workstation to the new location and created an LMHOST file to tell the
workstation how to find the domain controller in order to login to the
domain.
I assume that you should be able to do your task in the same way.

I need to figure a way to create Windows NT 4.0 Backup Domain Controller
that is on an entirely different Class C address. I am going to be
co-locating a server in a CLEC switch, but I want it to be a part of the
