Have you checked the browser.cap file? IMail uses this file to determine
which browsers will get the attachment control and which won't. See the
ever-helpful KB for detais --

Question/Problem:
I have a new version of Netscape Browser. I cannot send attachments and I do
not see the Browse button at the bottom of the Message building page. Why
and how can I fix this?
Answer/Solution:
IMail uses a file browser.cap (in the \imail directory) to determine which
browsers can/will support the attachment capabilities. NOTE: IE 3.02 must be
upgraded to support attachments and Netscape before V4.x does not support
attachments.
To get Netscape 4.5 to send attachments via web messaging add this line to
your browser.cap file (in the \imail directory).
Mozilla/4.5=ATTACH_SPT
You now need to manually add a value to the registry. Run regedit. Go to:
HKEY_LOCAL_MACHINE/Software/Ipswitch/IMail/Web/Browsers
Add a DWORD value named Mozilla/4.5 Set its value to: 1
Now stop and Start Web Messaging service in the Web Messaging Manager.
This process can be used for any new versions of browsers that may come out
in the future.
