I am working on an ActiveX DLL to allow exactly what your looking for as
well. It can be done via Cold Fusion or ASP with not too much trouble. I
have been running a very simple ASP Version on my web site for some time
now.

If you have access to Cold Fusion and you know how to use it, it is simply
done by using an external database to manage users in IMail and then
programming a cold fusion application to automate the new user creation.
That is the only way I am aware of, but I'm sure there are other ways.
