Sure, you can do this with a combination of rules
and folders in a box.  However you will not be able to
do it all from the web interface.  Make rules like this:

F~usera:userabox
F~userb:userbbox

Now create forward files that correspond with the rules you
just created.

userabox.fwd
userbbox.fwd

The contents of the forward file only need to be the complete
address of who you want to forward the message to.
Imail will see the rule, send it to the userabox.  But instead of
creating the box it will see the forward file and send it on to
the user specified.
