The cgi is built in to Imail so the templates will not work without Imail.  The cgi can not be monkeyed with by the average monkey. The cgi application, the only one, is the Imail web messaging application, running as an NT servcie, listening on the port you specify, that reads the domain\web .html files and the Imail data to create Web pages.
