Another hokey solution I dreamed up once...
I had one user that needed to change things on a regular basis
for their list.  I di not want the guy to be able to FTP into the
lists directory so the best I could offer him was FTP to his
normal online storage and put the changed files into a folder
called 'list'.  In my nightly maintenance I copied any files from
there to the actual list directory with a batch file.

This way any changes he wished to make had to be in before
midnight to go in to effect the next day.  Sounds pretty hokey
huh?  It worked though and he was happy with it.  I only copied
*.txt files so there was no danger of moving any foreign objects
in the list folder.
