I have been in contact with Trend Micro and Symantec about this. Prices 
for these are on a user account basis and the highest cost of any server
system for the internet. Both of these companies are now studying ways
to market lower cost products to ISPs. That is not done yet. I will let
you know if I hear something. I am talking to the marketing people in
this area for both companies. Trend Micro seems to have a better system
than Symantec for this. At least their customers show some impressive
partnerships after testing each system.
