When set up as a relay, it will not 'monitor' internal mail - only mail that
passes thru the relay (i.e. internal user to the internet and/or internet
user to internal user.

Yes, their product includes a POP server but we don't use it. We use only
the SMTP relay.
Again, my understanding is that the number of users license approach is
based on the number of users that will have POP accounts using their
product. So if you are relaying *only*, you can get by with the minimum
license.
