I have seen this when the server is super busy processing a ton of mail.
I have also seen this when Imonitor is set to Auto-Start the services
and they were merely too busy to respond to request.

I would suggest disabling Auto Start on the services.  Use something
else to monitor the services like What's Up Gold and you could
set it to start after several failed checks.  I set mine to restart
if the service does not respond after 10 polls.  Never has happened
yet.
