Take a look at the Imail Administrator program.  User level of  the
virtual host, (don't click on a particular user, just the "Users"
folder). System-wide defaults can be set there on the Properties
screen.  I don't think they are retroactive to existing users, but are
applied to new users. I could be wrong there.  Also unsure how it
applies to your external database.
