mailall.exe is a command line utility that will send mail to everyone in a
particular virtual domain or all domains depending on which command line
switches are used.
This is a command line utility so the actual body of the message will be a
.txt file called from the command line.

usage:

mailall -h [hostname] (or ALL for all domains) -d (optional deletes .txt
file when finished) -f [from address] -s [subject] [full path to .txt file]
