There is a Live CD based on Windows instead of Linux.

I use it all the time.

Also, if you have the $ you need ERD Commander from Winternals.  It is a 
Windows Live boot CD that can link to the registry of the afflicted system 
and make fixes very quick and easy.  It does not have as many tools as the 
UBCD for Windows but is much more polished and professional.
