If you want to get technical about the terminology, IMail 7.x, which was pre-Queue Manager, also stated the same:

In fact this went at least back to IMail 5.x when it introduced support for DSN's associated with RFC 1870, and that would indicate support for the SIZE property.

IMO, it's either broken or it was never implemented properly.

My  point is that SMTPD complies, but QUEUEMGR does not. For marketing
purposes, the _suite_ is said to comply.
