Reboot the server . I've seen it not take effect unless the SMTP and QUEUE
manger are shutdown then restart SMTP first, then QUEUE.

I tried to implement the attachment blocking on *.zip files specifically, it
is not doing a thing about it however. I restarted the pop/smtp processes
as well. Any other suggestions?
