Well I found out why the 554 was happening. Eforms Admin is bound to a non-existent Exchange Server, so when mail is destined for it, our existing Exchange sees it as non-local, so it forwards it through our outbound gateway. The outbound gateway resolved the domain back to the Exchange server, Exchange sees it as non-local, loopdy-loop!
Still can't figure out how the message got destined for Eforms Admin in the first place though.
