In the old days, relay for IP was considered safe. No longer, it is now
considered open to spammers if you are including your IPs used for dialup,
DSL whatever. 

The reason is as you are experiencing users computers become infected with
viruses and spamware and such and become spammers. You are then allowing
that spammer to freely relay.
