The problem with "copying" or "forwarding" is the entire message will be
sent and basically what I need is just some of the header information or
a static message.  The user doesn't want to have the complete email sent
to him just a notification that an email was delivered.

Sandy has an idea that I think will fit the need here.  It would be nice
to have dynamic content in these messages however it is not absolutely
needed.

This is a good concept except I would use the "copy" function of the
rule 
instead of the "forward" as the forward would not leave a copy in the 
mailbox of the intended recipient for them to read and just sending the 
message to the alias would lose it.
