Why don't you just modify your process of adding POP accounts to use a script to add the new user to the list? Similarly removing them via script when they're removed.
You could either have the script send emails to subscribe the user, or possibly edit the list files directly... since they are just text files. If you're concerned about someone going around that process, you could have a scheduled script that builds and replaces the list files from current POP accounts.
