If you have Declude 1.x, you can move it to the overflow directory instead. Declude will pick it up, run it through filtering again, and hand it back to IMail for immediate processing. Since this goes through filtering again, it may not be desired unless you have tweaked filters so it won't be caught again.
If you still want to use the spool directory, then the timer between Queue Manager runs has to elapse before IMail will deliver it. I believe the minimum time between runs for Queue Manager is 10 minutes. You may be able to call SMTP32 directly for immediate delivery, but I haven't tried that. 5 minutes on average has been fine for our users.
