I personally feel that either feature would be fine IF there were
also a customized bounce message specific to this type of block. I
believe that these measures would cut a bit of spam, but would also
cause issues with a significant number of legitimate e-mails that may
be business-critical. An appropriate bounceback option would not
only help a legitimate user understand how to get through, it would
train them in basic netiquette.

Why would you want to "fix" this? It solves 1/2 of the equation of
people
SHOUTING in e-mail messages. I have users at several surgery
centers who no
longer know what the lower case subset of the alphabet looks like
because
they have irrevocably locked their machines into CAPS LOCK. No
matter how
much I try to explain that they are SHOUTING at people all the
time, they
just keep on typing as if I didn't exist.
Now if we could figure out a way to prevent the delivery of
messages (both
originating and received) wherein the body of the message was typed
in ALL
CAPS from being delivered, we would improve those user's e-mail social
skills significantly.

A "NO

PS: Thanks, Ipswitch, for enabling the ability to completely strip
HTML
based content from incoming messages in the latest version of
Imail. Both
the State of Illinois, several universities within Illinois (staff
e-mail
only), and several of the Chicago area hospitals have recently
enabled this
feature on their incoming messages and now reject all HTML content
sent to
their e-mail users, passing only the TEXT portion of the message on
to the
intended recipient. (Note: Most of the above referenced groups are
not
using Imail for their e-mail servers.)
In conversations with their IT departments, I am told this has
significantly
lowered the incidence of viruses received by those organizations -
in one
case by more than 80%. After hearing about this from another
hospital, at
least one of my medical center customers has requested that this
feature be
enabled. It's also a significant bandwidth savings!
