This will never be allowed for medical services because of all the current and proposed HIPPA regulations. With the advent of newly proposed legislation for both the banking community, I see much of what is currently being done via the public web being substantially further secured as well.
I work very closely with a programmer for the VA and they are not allowing any web based data. It must all be via secure connections to local servers, interconnected to other locations via secure links. >From a security based standpoint only, the web based model is doomed from the start.
