If you pay for 'average', then spikes should be irrelevant. If you send all the messages you are supposed to send, you are going to use the same 'average' bandwidth no matter how 'fast' you send them.
 
Spikes would only matter if you were on 95th percentile billing, or similar billing method that is more rate based. Average billing methods just add up total data transfer for the month....which is going to be what it is no matter your speed.
