Having IUSER_GUEST set to ALL permissions is EXTREMELY DANGEROUS as you are
then giving an ANONYMOUS USER permission to do anything they want to within
a specific directory.
 
The IUSER_GUEST account should NEVER have anything more than READ
permissions.
 
If that is a qualification for using IMail 2003, it will never be installed
on our end.

What permissions does the Internet Guest Account (IUSR_<computer-name>) have
set for the directory in which this file resides?  The Internet Guest
Account must have all permissions set for that directory.
