The Kill List is found as a link on the left side, when in the
Services tab >SMTP.
Same with the Control Access (SMTP).

Web mail performance is linked to IIS performance. Microsoft
would be the one to best tell you how to improve IIS performance.

I browsed every page of the new Admin, but i could't find the
location to edit the kill-file and the SMTP access table. Any
idea??

Imail 2006 runs still on a test server in the intranet. Like
others said, the WebMail is quite slow.

@Kevin: Any news about the localisation of the webmail?
