I do appreciate the suggestion but we're talking about 50+ forwards that I would really prefer not to have to manage for the customer. It really makes no sense to have rules only apply if delete is the chosen option but that's an Ipswitch decision.

If a user has a forward set on their account, any mail to that account
will forward.  Even though you put a rule to move it to the spam
folder, it is still going to their account so it still forwards.  If
you set the rule to delete the mail it will not forward.

You might try this one out for yor forwarded accounts...

1) create two rules, 1 - if spam, move to folder 'spam', 2 - otherwise, move to 'deliver' folder.  The otherwise step can be as simple as a rule that checks for 'from' in the headers.
2) Now, go to that users account and create a file called deliver.fwd and put the forward info there.

I suspect this will achieve what you are looking for.
