Their completeness is not assured until IMail renames them and then acknowledges the sender. A T file is, by definition, incomplete. I even suspect that your playing with T files could be contributing to problems. If you must do something other than deletion, move them and their D files, out of the spool folder.
(Want to see a T file? Use telnet to port 25 of IMail and start typing SMTP command. Once you have the basics, you should see a T created and it will stay as T until you complete the SMTP session successfully. If you terminate the connection early, the T file will be there until the connection is broken. If you stop SMTP service, then the T file will last forever.) (Been a while since I actually tried this, folks, so it is from memory...) If there are 20 SMTP connections open at the time SMTP goes down, yes, there would be 20 T files opened but incomplete. True, they won't be processed, T files are not supposed to be processed if aborted before the message delivery is complete. That step is what turns them into A and then Q files and begins final delivery by QM. A tilde in the file name, means that IMail is processing that file. Again, don't mess with these.
