Just like the phrase filtering adds an header entry but does not remove the phrase.

This could be helpful with those messages with .gif images (a la src=cid). I could divert the message without losing possibly good content. Nike folk seem to like including a .gif logo in their sig.

Strip or replace or add header.

It wouldn't be fun to explain if the phrase filter removed the phrase found.
