Equal  to  the question of "Why Polish?" is the question of "Why is it
not finding the built-in command 'dir'?"

Sounds to me like your OS codepage got corrupted or something, without
the matching internationalized binaries on the system. Could have been
non-malicious,  or at least accidental collateral damage from a virus,
rather  than  the intended payload. I could definitely be wrong, but I
didn't  think  virus writers were interested in anything as "funny" as
this anymore. :)

Don't  think  I'd  do anything short of a reinstall if I saw something
like this, but you might be able to poke around. . . .
