[IMail Forum] list admin/max msg size

In 2006.03 there's an option of entering a max message size in kb. I entered in 500 into this box and a client reports that she can't send out to the list due to exceeding the 500 kb. I removed the entry and she sent out her email. Using web messaging to view the size of the email it shows 6 kb. Is this a bug?
