and forward to that spam user

not a subfolder.
All spam goes to spam@<domainname>.com for both Phrase and URL
I would think it would be rule under the main mailbox. I set a rule for
this and the mail ended in a loop always returning to
spam@<domianname>.com.
I searched under To Field for his email address.

If you use X-headers and rules you can add a rule that processes first
looking for the Sales Manager's address in the To field and moves it to
his
main mailbox
