do it at the domain level and list it prior to the rules that check for spam and forward to that spam user

Eric - as a domain rule or as a spam mailbox rule? I have one main mailbox
not a subfolder.

All spam goes to spam@<domainname>.com for both Phrase and URL

I would think it would be rule under the main mailbox. I set a rule for
this and the mail ended in a loop always returning to
spam@<domianname>.com.
I searched under To Field for his email address.

If you use X-headers and rules you can add a rule that processes first
looking for the Sales Manager's address in the To field and moves it to his
main mailbox

checks?

Sale Manager wants to receive all emails including Spam in case of a sale
