We see the same issue.  Some get delivered, but it is based upon the
luck of the queue.  Others get returned after repeated recycling in
the queue.

We called ATT and their tech is obviously out-sourced to India.  What
a hassle.  We were finally told that they are aware of it and that
there is nothing that can be done.  Go figure.
