Hi All,

Over the past week, we've been trying to get Time Warner 
Cable (TWC) to change a single DNS setting.

Essentially, we need them to change an A record from 
xxx.xxx.xxx.xxx to yyy.yyy.yyy.yyy.

We need this because we will be hosting a web site for 
someone who currently hosts with TWC.  TWC's server is
xxx.xxx.xxx.xxx.  Our server is yyy.yyy.yyy.yyy.

Maybe I'm missing something, but I always thought that
this was a quick 5 minute change in the DNS.  In fact,
I've done this before with other sites without any
issues.

Below is the email I got back from TWC.  Does this make
any sense or do I just not know enough about DNS?  I
didn't know you had to "own" the IP address to be
authoritative for an A record.

Unfortunately, we are unable to process this request as the IP address

38.yyy.yyy.yyy is owned by Performance Systems International, or PSI, 
and not Time Warner Cable Business Class. Just to be certain, I also 
searched for 68.yyy.yyy.yyy (as that is closer to an IP address we own), 
and that is owned by Charter Communications. Due to the fact we own 
neither of these IPs, even were we to create a PTR record on our server, 
it would be non-authoritative and ignored by any servers that require 
an authoritative record.

If the customer indeed wishes to use that IP address and needs that PTR 
record created, he will need to contact PSI, whose phone number is, 
according to http://whois.arin.net/ <http://whois.arin.net/> ,
1-877-875-4311.

When replying to this address, please include this message as well as all 
previous correspondence regarding this issue.
