Kevin I had not rebooted or restarted services since daylight savings time. I have 2003 set up to auto adjust for DST. After restarting services, things seem to be fine. I really have no clue if that was it or not. It's got the correct times now in both the header and the displayed time in outlook.

I tried setting the clock back an hour and that worked until it synced up the next time, I also tried setting the GMT offset off by an hour, and while the header is correct, the time received that the user sees is still off.
