I am 99% sure of that a local user account does not have access to edit or modify registry in XP, nor does OL2003 requires it. In the worst scenario they should only have access to modify the settings in"HKey_Current_User" but I am not sure.

So, I think either the security permissions of HKey_Current_User is messed up, or local users don't have permissions to c:\documents and setings\%username% folder.

You can do two more tests:

create a local test user account in the users group and log in with that account and try to lunch Outlook and see if you get any errors.

You can also log in with another domain user account (that never logged on on this PC until now) and see if Outlook is giving you errors, and go from there.

Who knows, the profile in question could be corrupted as well, that you can delete and create a new one.
