Tripp I've made some progress, I discovered one cannot use the ISP spam submittal link when this condtion occurs. You have to get a verizon/gte customer to say mail from a blocked domain cant be received. Verizon replys that they will investigate. It appears they unblock the domain. I don't know yet if for just that one user or all.
I had someone try this this morning and I can now send.
