Hi Dave,
Unfortunally, i wished this was the case, but i have checked and it is not.
I have disabled it since i had problem that webserver was using 100 % load
of my machine.

Try having the Monitor program not set to automatically restart Web
Messaging.
If Web Messaging is too busy to respond (due to recieving a big
attachment or something) the monitor will try to restart it even though
it isn't down.
