I don't know that this is entirely true.  I've run into cases where the
person was marking their spam and accidentally marked a friend as spam.  You
know you do it so automatically you aren't paying any attention to what you
are doing. They can go into their spam folder and unblock them.

That's not cause by either AOL or Comcast.  

When the phrase, "Your mail to the following recipients could not be
delivered because they are not accepting mail from ..."

 appears in a notice, it means that the RECIPIENT has completely blocked
either the sender's e-mail address or the domain from which the message
originates.

As I understand it from talking directly with Level II support at AOL, once
an end user blocks an e-mail address, they will not intervene.  

Here is exactly what AOL told me, "The user made the proactive decision to
block e-mail from your user and we will not reverse it."  He went on to
state user's usually do this when they are tired of asking someone not to
send mail to them, ie: a list they cannot unsubscribe from, etc.
