The IP addresses of the DNS servers themselves or of the A records they
are authoritative for?
If the latter its been covered many times before & you'll find it in the
list archives. In a nutshell:
- <old TTL> before the cutover drop the TTL to an hour
- an hour before the cutover drop the TTL to 5 to 10 minutes
- do the cut over
- set the TTL back to <old TTL>
If the former its a bit touchier since its not all under your control.
Ideally you can setup new hosts on the new IP addresses while your old
addresses are still active so both old and new will get to you. In any
case:
- <TLD's TTL> before the cutover use your registrars update procedures
to add the new DNS server addresses
- do the cut over
- use your registrars update procedures to remove the old DNS server
addresses
