We've   used   Bandwidth  Controller  for  simplistic  WAN  simulation
(http://www.bandwidthcontroller.com/) and have found it to be a superb
product in its class (that is, on-host bandwidth management).

It's dirt-cheap and dirt-easy to implement. As Len mentions, this will
apply  to  all  SMTP  traffic (just as IIS bandwidth limiting does not
specifically target malicious traffic).
