It indicates that the BDC cannot contact the PDC. The PDC may have a bad
cable, NIC or other network problem. Reboot your PDC and check for
network connectivity.
When your PDC becomes unavailable, the BDC continues to validate users,
but won't let you change them. That is why User Manager doesn't display
your users.
This assumes that you are using the NT SAM User database.

One of our technicians has noticed (if not caused!) our user manager to
cease displaying the users of our primary domain. The Imail Admin will
still display all the users, and everything seems to be working okay,
but
the user manager is definitely not doing what it should. All the other
virtual hosts are displayed normally in user manager. I've tried the
knowledge base and no luck. Has anyone seen this before, or have any
suggestions... all help received with the utmost gratitude and humility
;)
