Block all access to mail.ncats.net port 25 on except from smtp.ncats.net
and any internal hosts you want to allow.

Allow access to mail.ncats.net port 587 from anywhere and require
authentication.

Tell your external users they have to configure their MUA to connect to
mail.ncats.net port 587 with authentication required.
