What's a lot? I would run analyze.exe on your logs to see how frequently people are checking email. If you don't do this on a regular basis you'll find your users will be checking email every 1 minute. We send them a polite "don't do that" email. It does sound like there is a problem though since pop3 should be fairly light in terms of cpu.
