Also, during failure, can the server resolve the names of remote mail
servers?  Is DNS functional?  For that matter, can the server initiate
any sort of outgoing connections while in its failure mode? 

What errors do you see in Imail's log?
These used to be called 'stack connect' failures when Imail remote
delivery failed at the network level.
  
One more thing- you mention a reboot fixes the issue. This may sound far
fetched but I have seen an IP address conflict cause this exact
behavior. 

If all else fails, 'Etherpeek' it to see what's really up.

Never tried to telnet to the local ip but will try that next time.
Every thing else works fine on the machine.
