If a user POPs but also uses webmail, you'll leave them out by using the existence of the LastLogin file. Unfortunately the webmail logs do not record who logs in, so there's no help in identifying webmail users there.
I would send it out to all of your users that you allow to use webmail. That way everyone who can use it knows of your upgrade.
