Yes, you can customize the Attachment Blocking message text, but
I don't see or know of a way to also send to the original
sender...
This is my hosts URL to the message:
http://localhost/IAdmin/IMail/AttachmentBlockingMessage.asp
replace 'localhost' with your IP/hostname.

If you are not talking about the attachment blocking in IMail
itself, but something in the Premium AV, then I do not have any
specific information. There is a web interface and configuration
that can be changed, but I have little experience with it. This
KB has some basic info:

This KB indicates that you can change a setting to control what
file extensions are scanned by AV:
