Last I knew, it was a free download.  Try doing a google on filemon.exe or go 
to Sysinternal's web site.

    You will need to find out what is locking the file and stop that process. 
Then you will be able to delete the file.

    Tool like sysinternal's filemon would be able to tell you what has your 
file locked

    We have an email in our spool directory that is about a week old. When I 
try and delete it, it says it is being used by another system and won't delete. 
Since this has shown up, our system doesnt' start up correctly and the research 
I did on Microsoft says it could be a bad email holding up the system. Is this 
possible? If so, how do you get rid of it?
