Store-and-forward  is  built in to the MX algorithm; I don't know what
kind of script you're referring to. If your backup MX has a long queue
lifetime,  with  frequent  retries,  it  serves  as a collection point
during  unexpected  downtime  on  your  primary and can prevent remote
users  from  getting unwanted bounces during that period. No scripting
is necessary to activate forwarding.

Unless you're talking about activating the backup mail *daemon* itself
on-demand, which would obvs. vary by vendor.

If you are talking about using a shared mailbox server as a backup MX,
don't even try.

The  other  option  is  ATRN/ETRN.  But you did not mention these mail
technologies,  which  by their definition involve a scripted/scheduled
approach.
