[IMail Forum] ETRN: Holding mail in Queue! Not working!!!!!!

What would cause mail not to hold in the queue for ETRN??  I have it setup
with 150 tries before returning back to the sender and Queue timer as 30.
If the customer we have shuts down his system on his end.  Sends and email
to his domain that is ETRN, it kicks back to him within 3 minutes.  I have
tried it too.  They queue is not holding anything!  What would cause it not
to hold??
