Yup, you should not be bound by the developers lack of resources to provide you your own domains URL.
I'm sure there are lots of other hosting resources you can find and I even expect that your Developer would be glad to move your site to a location that can meet your needs.
We provide hosting but are rather strict on the developers we allow on our server as poorly coded pages could effect our other hosting clients.
