So it should be returning VRFY results, but why does it need AUTH? If the ports are not swapped, I don't know why SMTP is not giving expected results. My next question would be "What does it return if you do AUTH?". I've not explored SMTP AUTH to any great degree, so cannot offer any help at the moment...
Try a Telnet to the other port and use the same set of SMTP commands already tried and see what that returns... When I did the above on my server I got this, when I had "Force AUTH on Extra Port" enabled in SMTP Advanced settings: 220 dhaynes2.servers.ipswitch.com (IMail 9.20 1-1) NT-ESMTP Server X1 vrfy root 530 user must authenticate on this port You have port 587 answering on both... and Force AUTH enabled.
